Biotechnology Innovation Organization (BIO) is the world’s largest advocacy association representing member companies, state biotechnology groups, academic and research institutions, and related organizations across the United States and in 30+ countries. BIO members are involved in the research and development of innovative healthcare biotechnology products. BIO also produces the BIO International Convention, the world’s largest gathering of the biotechnology industry, along with industry-leading investor and partnering meetings held around the world.

The Director, Tax & Capital Formation Policy leads the development and implementation of BIO’s emerging companies’ policy agenda to identify, support, and improve the economic levers necessary to support access to capital and foster a robust biotech ecosystem. This includes policies relating to tax, capital markets, government funding, early-stage investment and economic development.

Essential Functions

  • Lead in the development of legislative and regulatory policies relating to tax, financial services, capital markets, securities, and accounting issues.
  • Support the VP of Emerging Companies & Economic Development in tax and capital formation activities and management of Board and staff-level committees.
  • Monitor legislative and regulatory policy developments, conduct research, and engage in advocacy activities to support BIO’s tax and capital formation policy goals and objectives.
  • Monitor relevant capital formation, financial services, accounting, and tax policy areas and proactively identify new areas for review and analysis as needed.
  • Manage the staff-level Finance and Tax Committee, which helps develop BIO’s positions on tax, capital markets and other economic issues across BIO membership.
  • Create opportunities to advance BIO’s tax, financial services, and capital formation policy objectives.
  • Develop actions for BIO’s advocacy work plan on relevant policy areas.
  • Develop written materials (one pagers, white papers, Board memos) with background and explanations on policy positions.
  • Participate in outreach activities to both Hill and regulatory staff as needed to support BIO’s policy objectives.
  • Maintain and develop new, constructive relationships with pertinent government officials, biotechnology industry representatives, and other individuals and organizations necessary to accomplish BIO’s tax and capital formation policy goals.
  • Communicate with BIO member representatives, including BIO Board members and/or Emerging Company Section Governing Board members regarding tax & capital formation matters. Includes leading discussions, as appropriate, for Capital Formation Working Group and Finance & Tax Committee on relevant policy matters.
  • Work closely with BIO staff and consultants to provide policy advice and execute BIO’s work plan.
  • Other duties/projects as assigned.

Qualifications and Experience

  • Experience with biotechnology, financial services, accounting, tax, or related industries preferred (think tank, policy organization, etc.).
  • Background with the legislative environment or a relevant regulatory agency (e.g., SEC, Congress, Treasury) strongly preferred.
  • Solid understanding of the regulatory and legislative processes.
  • College degree or equivalent years of experience, advanced degree is a plus.
  • 6+ years of related work experience required.
  • Maturity and appropriate level of discretion and tact in managing relationships with senior company executives and senior government officials. Highest degree of professionalism in representing BIO and its members.
  • Superb written and oral communication skills required.
  • Proven ability for research, policy analysis, and conceptual, logical, and strategic thinking.
  • Thorough understanding of Committee management, including consensus-building skills.
  • Highly driven, conscientious, results-oriented individual with pragmatic outlook.
  • Strong ability to work as part of a team; balanced by confidence, independence and initiative.

Physical Requirements

  • Sitting/Standing: Remaining in a stationary position for extended periods (sitting at a desk, standing at a counter).
  • Reaching: Reaching for items on shelves or in cabinets.
  • Lifting/Carrying: Moving boxes, files, or other office equipment up to 15 pounds.
  • Using Hands/Fingers: Operating a computer, keyboard, mouse, and other office equipment.
  • Vision: Close vision for computer work and detailed tasks.
  • Fine Motor Skills: Using a mouse, keyboard, and other small office tools.

Travel Requirements

  • Ability to travel locally or nationally 10% as job duties require
